which I have done with my collab partner, Aqua at Creative Misfits Forum.
and I would like to dedicate this tutorial to her!

Plugins: Alien Skin Xenofex2 - Constellation

Let's Begin

Open CMC_Aqua_KyLie_CollabTemp-04 in psp
I will be working with this template size: 700 x 600 pixels
You may resize later
Unhide the background so it's easier to work with a white background
Delete the copyright

Open KyLie_Mask44 in psp
Copy and paste paper of choice as a new layer. I'm using p11
Layers / New Mask Layer / From Image / Source window / locate your mask
Source luminance (Check).  Invert Mask Data (unchecked)
Merge Group. Click OK

Highlight City
Effects / Plugins / Alien Skin Xenofex 2 / Constellation
Follow my settings as below

Click OK

Highlight Circle bg
Selections / Select all / Float / Defloat
Copy and paste on your left, lst tube of choice as a new layer
Selections / invert / hit delete on keyboard. Select None

Duplicate / Mirror. Merge the tubes.
Duplicate again. On the Duplicate
Adjust / Blur / Gaussian Blur: Radius 4
Change blend mode to Highlight. Opacity: 65%
On the Original, change blend mode to Luminance (L)
Delete Circle bg

Highlight C-Rect bg

Highlight L-Rect-bg
Selections / Select all / Float / Defloat
Copy and paste your 3rd tube of choice as a new layer
Adjust the position where you want your tube
Selections / invert / hit delete on keyboard. Select None
Change the Blend mode to Luminance(L)

Highlight R-Rect-bg
Selections / Select all / Float / Defloat
Copy and paste your 4th tube of choice as a new layer
Repeat the same as above...
Change the Blend mode to Hard Light

Copy and paste beads as a new layer
Drag beads above City layer
Paste it on the right.  Duplicate / Mirror / Flip

Copy and paste ribbon as a new layer.  Resize by 10%
Place it as desired

Delete WordArt
Open WordArt from my supply
Effects - Eye Candy 4000 - Gradient Glow
Follow my settings as below

Click OK
Add drop shadow

Copy and paste other elements of choice as a new layer
I have also used the following:-
bow3 - Resize by 40%
lightning -  Resize by 70%
button -  Resize by 30%
sparkles - Resize by 55%
Place them as desired...

For the Drop Shadow
I have used the following settings:
V and H 3,  Opacity 60  Blur 5.00  Color: Black

You may resize now.
Add your name, artist's copyright and URL
Save as a .png or jpeg
You're Done!!!
